IEC 60335-2-21:2022 deals with the safety of electric storage water heaters for household and similar purposes and intended for heating water below boiling temperature, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances including direct current (DC) supplied appliances and battery-operated appliances.
This standard also deals with:
– appliances not intended for normal household use, but which nevertheless possibly pose a source of danger to the public, such as appliances intended to be used by laymen in shops and on farms;
– immersion heater units intended to be retrofitted in a heat exchange closed water heater having provision for retrofitting. Additional requirements are given in Annex AA.
As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account
– persons (including children) whose physical, sensory or mental capabilities, or lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction;
2022年8月19日，国际电工委员会（IEC）发布标准IEC 60335-2-21:2022 PRV《家用和类似用途电器-安全-第2-21部分：储水式热水器的特殊要求》的预发布版本。IEC 60335-2-21:2022标准规定了家用和类似用途的储水式热水器的安全性，拟用于加热低于沸腾温度的水，其中单相器具额定电压不超过250V，其他器具额定电压不超过480V，包括直流电（DC）供应的器具和电池驱动的器具。
该标准还涉及到：
– 对于不供一般家用但可能对公众引起危险的器具，如打算在商店和农场中供非专业人员使用的器具，也属于该标准的范围；
– 拟在热交换密闭式热水器（有改装规定）中被改装的浸入式加热器元件，应符合附录AA中规定的额外要求。
就实际情况而言，该标准处理的是在住宅和住宅周边环境中所有人遇到的由器具引起的共同风险。但总体来说以下情况未被纳入考虑范围内：
– 因身体、感知或智力水平有限或缺乏经验和知识，使其无法在离开监督或指导的情况下安全使用电器的人（包括儿童）；
– 儿童玩耍电器的情况。
值得注意的是：
– 对于供车辆、船舶或航空器上使用的器具，可能需要满足附加要求；
– 在许多国家，国家卫生当局、负责保护劳工的国家当局和类似当局也规定了附加要求；
– 在许多国家还有关于连接到自来水管的器具安装的规定。
该标准不适用于：
– 煮沸水的器具（IEC 60335-2-15）；
– 即热式热水器（IEC 60335-2-35）；
– 商业自动售卖机（IEC 60335-2-75）；
– 专供工业用途设计的器具；
– 供特殊环境下使用的器具，如存在腐蚀性或爆炸性气体（灰尘、蒸汽或气态物）的场所。
该第七版标准构成了技术修订，取消并替代了2012年第六版IEC 60335-2-21:2012和修订案IEC 60335-2-21:2012/AMD1:2018。
与上一版相比，新版标准作出以下重大技术变更：
a) 使之与IEC 60335-1:2020标准相一致；
b) 将个别注释转换为规范性文本（条款1、5.2、15.3、19.1、19.2、19.3、19.4、22.47、22.104、22.110、附录AA序言）；
c) 更新了关于限制使用电器入口的要求（25.1）。
该标准的第2部分应与最新版IEC 60335-1标准及其修订案一起使用，除非该版本将其排除在外，在这种情况下则使用不排除其使用的其他标准最新版。
